Dr. Todd, completed his initial undergraduate studies at Northwestern University in Evanston, Illinois where he was 1st in his class of 1800 with a 4.0 GPA.
After 2 years he was one of 26 persons in the nation accepted into an accelerated combined undergraduate/ medical school program at Johns Hopkins University.
It was here he received Phi Beta Kappa recognition and a bachelor’s degree and earned his MD degree from Johns Hopkins University Medical School.
Dr. Todd then completed a Residency and Chief Medical Residency at Georgetown University Hospital in Internal Medicine. This was followed by advanced sub-specialty training with a Fellowship in Pulmonary and Critical Care Medicine at Georgetown University Hospital.
His Specialty Emerges
Aware of the extreme limitations of treating HIV through ordinary conventional means, Dr. Todd’s interest began to shift toward more humanly compatible modes and methods of healing that might be termed more natural, such as plant-derived formulations. Ultimately, the concept of using the subtle differences of genetic organization between the viral and human genomes was the inspiration for exploring new avenues of molecular resonance technologies. In concept, the slight differences of resonance signatures between the viral and human genomes could be used to selectively target and eliminate infected parts of cells leaving uninfected normal cells unharmed.
Laser Technology is Born
When ordinary laser light in the visible spectrum interacts with tissue there is intense scattering such that a coherent signal cannot penetrate more than 5mm. Sparse constructive nodes are ultra-brief wave summation signals that spark in and out of existence deeply in tissue or an otherwise scattering medium, with 6-20cm projection even through bone predicted. The duration of the pulse is just long enough to excite specific desired molecular stimulation, yet brief enough not to non specifically heat target molecular structures.
After studying the background work on the effects of electromagnetic radiation on living systems, Dr. Todd commissioned a colleague with the expertise to design and build a fundamentally new laser electromagnetic resonance technology. Scott Strachan – a Scottish physicist, electrical, and chemical engineer – took the basic concepts and reduced them to a functional technology within 6 weeks. Among his accomplishments are being an inventor of real time ultrasound and being the recipient of the Enterprise Scotland Award from Prince Charles for development of highly precise laser measurement instruments.
Laser technology creates exquisitely configured resonances of molecules to modify or enhance biological activity and chemical reactivity in powerful ways. This new laser optical technology has been patented worldwide as U.S. 6064500 and worldwide patent WO 09722022A1.
Dr. Todd’s research and development is ongoing on numerous health issues. His vision is to develop highly effective nontoxic alternatives or adjuncts to treatments for the major health issues that face our world. He works with prominent scientists and teams in the US and abroad on work at the forefront of medicine.

Dr. Todd has a particular focus on innovative and cost effective methods of relieving the global HIV epidemic. The goal was to develop an optimal formula and demonstrate its success through a process of scientific clinical trials.Ultimately a protocol was developed combining herbal remedies and botanicals with safe, natural metabolic and nutritional components, and other elements from Dr. Todd’s core lab work.
